EQUIDAD EN LA ADMISIÓN DE LA UPEL LAPSOS 2005-2006

RESUMEN

Se presenta un diagnóstico que permitió afinar los grandes objetivos de un proyecto macro que pretende hacer evidente que la Equidad Social es una constante sostenida en los procesos que se hacen en la Secretaría de la Universidad Pedagógica Experimental Libertador -UPEL. En este sentido, a pesar de que en el país los estratos socioeconómicos se distribuyen desigualmente: 42% en el estrato V, 40% en el IV, 11% en el III, 6% en el II, y 1% en el I (OCEI, 1993), antecedentes de investigación reportan que la admisión en las Instituciones de Educación Superior ha sido propiciadora de iniquidad al no admitir estudiantes conforme a dicha estratificación (Fuenmayor Toro y Vidal, 2000, 2001; Fuenmayor Toro y Rigoni, 2003; Fuenmayor Toro y Mejías, 2003, 2004; Morales Gil, 2003; Rama, 2004). Por ello, como política de gestión, la Secretaría UPEL decidió generar conocimiento con la data de los demandantes de sus servicios educativos. El diagnóstico que acá se presenta reporta que los Procesos de Admisión 2005 y 2006 respondieron al Principio de Equidad. Se espera que los resultados contribuyan sinérgicamente a mejorar los procesos de Selección, Inscripción, Control, Seguimiento y Egreso de los Estudiantes de la UPEL.

ABSTRAC

Appears a diagnosis that allowed sharpening the great objectives of a macro project that it tries to make evident that the Social Fairness is a constant maintained in the processes that become in the Secretariat of the UPEL. In this sense, although in the country the socioeconomic layers are distributed unequally: 42% in layer V, 40% in the IV, 11% in the III, 6% in the II, and 1% in the I (OCEI, 1993), antecedents of investigation report that the admission in the Institutions of Higher Education has been propitiators of" iniquidad" when not admitting students according to this stratification (Fuenmayor Toro and Vidal, 2000, 2001; Fuenmayor Toro and Rigoni, 2003; Fuenmayor Toro and Mejías, 2003, 2004; Gil Morals, 2003; Branch, 2004). For that reason, like management policy, Secretariat UPEL decided to generate knowledge with the data of the plaintiffs of its educative services. The diagnosis reports that the Management of the Secretariat in the Process of Admission responds at the beginning of Fairness. One hope that the results contribute to improve the processes of Admission, Selection, Inscription, Control, Pursuit and Debit of the Students of the UPEL.
